On a randomly chosen evening, the Cistern of Tranquility fell off the balcony, plummeted some 237 floors and impaled a passing man, pipes and all.

This man died instantly.
That family (none of them wanted to testify who placed the Cistern that day, the beauty of family love) was tried and executed in accordance to Lex Talionis. A Physicist was dispatched in order not to waste too many Cisterns; this retributive justice took as much from the State's coffers.
This man that died, he was on his way to kill the Psychic Seer of the South that lived floors below that family.
The Psychic Seer of the South (worked for the State to Scry for wrongdoers) had testified against this man of adultery; justice made him less of a man.
Due to some unforeseen complexity of this man's mind, he had decided on that randomly chosen evening to kill him.
Most unfortunately, he did not have a chance.
P.S. The two Cisterns that were harmed in this fiction were refired and dispatched to two new families for worship.
